Zero Tolerance: The “Zero tolerance” rules will be followed (i.e.): “Any player who arrives at the chessboard after the start of the session shall lose the game. Thus the default time is zero minutes’’.
Lodging: Free dormitory type of lodging will be provided to seeded/selected players plus one Manager per team (nominated by the district chess Assn)

Age Limit: Those born on or after 01.01.1996 are eligible to participate.
Complaints against suspected over-aged players could be made with a fee of Rs.1000/- to the organizers who shall medically verify the players concerned.
TNSCA REGISTRATION:
Registration of participants with TNSCA is compulsory.
The TNSCA registration fee for the year 2011-2012 is Rs.70/-. This amount should be sent along with the duly filled and signed TN player’s registration form with Date of Birth Certificate copy and one passport size photograph.

** Note to District Chess Associations: As per the rules of AICF only the players Whose dates of birth are registered within one year of their births are permitted to take part in respective age group nationals. Hence District Associations are directed hereby to forward the names of players whose birth registrations have been done within a year of their births for this TN State U-15 Championship. Wherever discrepancies exist the matter may be taken up with AICF through TNSCA. This will avoid the inconvenience caused to such players when they appear in National U-15 Championship.
Rule: FIDE Rules in force shall apply.
System of Play: The Tournament shall be conducted on an 11 rounds Swiss System.
Time Control:
Digital Clock: 90 minutes each with 30 seconds increment per move from move 1.
Tie – break: Buchholz tie-break system will be applied. In case of tie prizes will not be shared.
Eligibility:
Subject to the Age limit, the following players are eligible:
a) Every affiliated member of TNSCA is entitled to send four entries in each category.
b) Every recognized academy of TNSCA can field two entries in each category.
c) The host, Kanchi District Chess Association can field additional two entries in each category.
d) The TNSCA General Secretary can nominate one entry in each category.
e) The top four rankers from 2010 TN State U-17 Chess Championship (Boys & Girls) held at Tirupur.
f) The top four rankers from 2010 TN State Sub-Junior Chess Championship
(Boys & Girls) held at Kanyakumari.
g) The top four rankers from 2010 TN State U-13 Chess Championship for Boys & Girls held at Madipakkam, (Kanchi District).
h) The Winners from 2010 TN State U-11 Chess Championship held at Karaikudi.
i) The top two rankers from 2010 TN State U-13 & U-15 Girls can opt to play in Boys Category.
j) Four players from places where District Chess Associations do not exist. These players will have to apply to The General Secretary, TNSCA.
k) Any player who has qualified to represent India in Asian/FIDE Championship.
l) Any player who donates the prescribed donor fee for Boys: Rs.500/-
Girls: Rs.400/-
m) In addition to the above, the following Districts can field additional entries as mentioned below, by virtue of their players’ securing top four ranks in the previous TN State Sub-Junior Chess Championship, Kanyakumari:
Boys: Chennai-3, Kanyakumari-1
Girls: Coimbatore-2, Chennai-1, Tiruvallur-1.
Entry Fee: Normal Boys Rs.250/- Normal Girls Rs.250/-
Donor Entry Fee Boys: Rs.500/- Girls: Rs.400/-
All entries whether normal or donor should be routed through respective District Association.

Note: While sending entries District Chess Association should certify that their players have been selected from selection/District Chess Championship. If such a certificate in not sent all their entries will be treated as donor entries.
Last Date: The Last date for receipt of entries is 10.04.2011. A late fee of Rs.200/- per player will be collected on entries received from 11.04.2011 to 16.04.2011.
No entries will be entertained after 16.04.2011.
Chess Clocks: Each Association should provide at least two chess clocks.
Protests: Protests, if any against the decision of the arbiter shall be made in writing with a protest fee Rs.300/- within 15 minutes of the incident. The decision of the appeals committee shall be final and binding on one and all concerned. The protest fee is refundable only if the protest is upheld.
Arrears: The players belonging to Districts which are in arrears to TNSCA will not be allowed to take part. The first round pairings will not delayed to solve the problem of arrears.
Withdrawals: A player may withdraw from the tournament at any stage after intimating the Chief Arbiter in writing.
Tournament Committee: The Tournament committee consisting of the General Secretary, TNSCA or his representative, the Secretary of Kanchi District Chess Association or his representative and a representative from another district to be nominated by the TNSCA shall decide on all emergency matters.
Strict silence must be observed in the tournament hall. Players, who have finished their games, shall not remain in the tournament hall. Players shall not analyze inside the tournament hall. A separate place will be provided for the same.
Open and unruly behavior by any player, Coach, Manager, spectator, Arbiter etc. in any tournament or championship will attract an automatic ban from all chess activities for a period of one year.
